H.R. 7296 (SAVE America Act, Rep. Roy) amends the National Voter Registration Act to require documentary proof of U.S. citizenship to register, mandates citizenship verification at driver's-license application and by registration agencies, requires removal of noncitizens from the rolls, and — beyond its proof-of-citizenship companion (Opinion 2026-0672) — adds a photo voter-identification requirement to vote in all federal elections (Section 3).
