This document-based investigation reports that David Brouillette — an ICE officer connected to the fatal shooting of Johan Sebastian Duran Guerrero in Maine — stated in a lawsuit that a 2021 head injury left him with cognitive deficits and impaired memory, and was hired ~two years later during a surge in which "the speedy hiring push had resulted in minimal background checks." It documents, via court records, multiple domestic-abuse allegations by two ex-wives, including a 2019 protection-from-abuse complaint after which a judge ordered him to temporarily relinquish firearms. Scored more aligned than the prior ICE analysis (0687) for two reasons: (1) its core concern is a legitimate public-safety / law-enforcement-competence question — whether an armed officer with cognitive impairment and a DV/firearm-order history was properly vetted before carrying deadly force — which the Standard's own Article XVIII (safety of the citizen; accountable law enforcement) endorses (58); and (2) the journalism is rigorous — document-based, carefully hedged ("CNN has not independently confirmed whether Brouillette fatally shot" the victim), inclusive of his denials, clean criminal record, and DHS's defense (Article XV, 68).
