Holding

This is a genuinely omnibus State of the Union that touches nearly every commitment in the Standard, and Rule 21's score-the-dominant-content instruction here yields a broad average because the address is dominant across many aligned fronts at once — immigration/border/crime (heaviest), economic results, and foreign policy. Border ("strongest and most secure in American history," "zero illegal aliens"), law and order (record crime decline), energy ("drill baby drill," record output), enterprise (record investment, banning Wall Street from single-family homes), election integrity (voter ID + proof of citizenship), faith (renewal in Christianity, one nation under God), and family (parental rights over gender transition of minors) each land on an aligned Article, and no Automatic-Fail position is advocated. Its foreign-policy framing is the most aligned form of Article XVI scored this session: "I ended eight wars," paired with "make peace wherever I can, but never hesitate to confront threats" — satisfying both the strong-military and non-interventionist clauses at once, unlike the standalone Iran addresses (0698, 0699) that strained the second. What holds it out of the higher reaches of the top band is twofold: Article X Honest Money is only thinly served (the debt is barely addressed; tariff-for-income-tax substitution and a conditional balanced budget are revenue claims, not sound-money commitments), and Tier 2 carries the discount every State of the Union earns — sweeping, self-reported, one-directional claims not independently verifiable in the moment. Tier 1 nets to 84; the result is 81 — America First.
