This statement announces an extraordinary military operation in the capital of Venezuela that captured Nicolas Maduro, and it scores higher than the two standalone Iran addresses (0698, 0699) for a reason internal to the Standard: the justification here is overwhelmingly domestic defense, not foreign proliferation. The President frames the action as a law-and-order and border operation against a narco-terror threat to Americans on American soil — Maduro as the kingpin of a criminal network trafficking deadly drugs into the U.S. who sent Tren de Aragua to terrorize American communities, invoking the murder of 12-year-old Jocelyn Nungaray. That framing lands on the Standard's home-front commitments: Safety of the Citizen (XVIII), controlled borders (VI, a border where nobody gets through), and the protective half of America Above Foreign Interests (I).
