The President frames the action as a law-and-order and border operation against a narco-terror threat to Americans on American soil — Maduro as the kingpin of a criminal network trafficking deadly drugs into the U.S. who sent Tren de Aragua to terrorize American communities, invoking the murder of 12-year-old Jocelyn Nungaray.
