This is the founding statement of the second term's governing vision, the America First creed cast as a restoration narrative — the golden age of America begins right now, America's decline is over. As an omnibus it aligns broadly, on the same wide front as the Joint Session address (0707) six weeks later: halting illegal entry and a border emergency as the dominant block (VI); energy revival — drill baby drill (XIII); tariffs over taxing citizens (IX); ending the weaponization of the Justice Department and building DOGE (XII and II); law and order (XVIII); the family and sex — only two genders (IV); free expression — immediately stop all government censorship (VII); and faith — we will not forget our Constitution, and we will not forget God (XI). What most distinguishes this address, and lifts it where the standalone military addresses fell, is its treatment of Peace Through Strength: it contains the clearest non-interventionist creed in the entire record — we will measure our success by the wars that we end and wars we never get into, and my proudest legacy will be that of a peacemaker. That is Article XVI's second clause stated as a governing principle, only partly offset by the one expansionist note — taking back the Panama Canal. On the Automatic-Fail axis it runs the right way on the triggers it touches: opposes new taxes on citizens, restores speech rather than censoring, secures rather than opens the border. Tier 1 nets to 84; with a combative-but-elevated Tier 2 composed largely of forward pledges, the result is 80 — America First.
