The Secretary of State frames Iran's designs on the Strait of Hormuz as an attempt to control the straits and hold it as leverage against the world, and declares that placing an international waterway under the control of a country like this would be completely illegal, unlawful, and unacceptable — a defense of freedom of navigation and the commerce on which American prosperity depends (I; XVI's strong-military clause).
