This is a policy action squarely on the America First reindustrialization agenda, aligned with several of the Standard's commitments at once. But the design mitigates it — the funding is pay-for-performance, tied to measurable apprenticeship outcomes, with at least 85% of each award flowing directly to sponsors rather than bureaucracy — disciplined, strategic investment rather than open-ended expenditure.
