The Department put governors on notice over unemployment-insurance fraud, declaring the American people will no longer tolerate the blatant waste, fraud, and abuse of their hard-earned tax dollars, and announcing it will, for the first time, withhold administrative funds from states that fail to protect those dollars. The figures it cites are the substance: California's $20 billion federal debt from UI fraud, New York losing an estimated $2 million daily with an improper-payment rate exceeding 20 percent, Illinois $320+ million improperly paid. Rooting out fraud and safeguarding taxpayer money is the core of Honest Money (X); enforcing accountability against those who waste or steal public funds, with real consequences, is the rule of law applied to the public fisc (XVIII); and defending the citizen's hard-earned tax dollars from waste is the citizen-first stewardship the Standard prizes (II). The one consideration the Standard weighs the other way is federalism: the mechanism is federal leverage over the states, withholding funds to compel action (XII). But this is oversight of federal dollars that states administer, aimed at fraud rather than commandeering state policy, so the tension is mild.
