Aligned: ending federal funding of DEI and race/gender/equity research is equal protection applied evenhandedly (Article III); taxpayers should not be "forced to fund woke NGOs with partisan agendas" is honest stewardship (Article X); placing executive spending under officials accountable to an elected President rather than the permanent bureaucracy is democratic accountability over the administrative state (Article XII); screening grantee affiliations for unlawful/security/anti-government ties is a legitimate order interest (Article XVIII). Those are real and are why it is not scored low. But the means: conditioning ~\$1tn on "presidential priorities" and barring undefined "anti-American values" is standardless power to reward favored viewpoints and defund disfavored ones — the unconstitutional-conditions/viewpoint-discrimination danger (Article VII); the vagueness, retroactive cancellation of awards already made, and the compressed 45-day comment window a scholar called "subterfuge" are rule-of-law/fair-process concerns (Article XVIII); the concentration of spending discretion and the executive's asserted power to cancel congressionally-funded awards raise a separation-of-powers/appropriations question (Article XII); the blow to American science leadership cuts against the American future while the security rationale for the foreign-collaboration limits cuts for it (Article XIII).
