Its operative command directs the President to remove United States Armed Forces from hostilities against Iran unless explicitly authorized by a declaration of war or a specific congressional authorization for use of military force, with a defensive carve-out conditioned on full War Powers Resolution section 5(b) compliance. Its core is bedrock constitutional structure — the Article I war power belongs to Congress, and a resolution reclaiming that power against an undeclared campaign is exactly the check on concentrated war-making the Standard's seventeenth article exists to enforce (Article XVII). It advances the non-interventionist commitment of the peace-through-strength article by seeking to end an unauthorized foreign war (Articles XVI, I), and it returns the gravest decision of state to the people's elected representatives (Article II).
