The mechanism is precise — it directs the United States to use its voice and vote at the World Bank and its peers to oppose financing for foreign shrimp farming, processing, and export — and the beneficiary is concrete: the Gulf Coast shrimping families whose domestic industry has been hollowed out by subsidized foreign aquaculture. It is economic nationalism in its plainest form — the principle that American leverage should serve American interests, not subsidize the competition that displaces American labor (Article I). It is a defense of American enterprise and the working livelihood — the small domestic producer against a foreign industry advantaged by international financing (Articles IX, XIII). The Cruz–Warnock sponsorship underscores that protecting American workers is common ground, not partisan turf.
