This resolution presents the Standard with its sharpest test of intellectual honesty in the run, because everything on its surface flatters the America-first instinct — a hostile socialist narco-dictator seized, no American blood spilled, the President's own administration credited — and the Standard's task is to look past the flattering surface to the constitutional substance, and to score that substance the same way it would if the team and the target were reversed. The aligned core is real and substantial. Nicolás Maduro was under United States indictment for narco-terrorism and drug trafficking, and his regime channels narcotics toward the American homeland; seizing an indicted fugitive who runs a narco-state on America's approaches serves the safety of the American citizen and the disruption of the drug threat (Articles XVIII, VI), and removing a hostile anti-American dictator from the Western Hemisphere answers the Monroe-tradition sovereigntist instinct (Article I). That it was accomplished with precision and no American casualties is to its credit. But the Standard must apply its own principles consistently, and two of them cut against this resolution — the same two, pointed the other way, that it credited in the Iran War Powers resolutions. First, the resolution celebrates unilateral executive military action to seize a foreign head of state; when Congress reclaimed its Article I war power from the executive on Iran, the Standard scored that at 77 (2026-0811), and intellectual consistency forbids lavishing praise on unauthorized executive war-making merely because this target is satisfying and this President sympathetic (Article XVII). Second, the resolution embraces a democracy-promotion, regime-change rationale — celebrating the action as facilitating democratic transitions — which is the nation-building interventionism the America-first movement arose in explicit reaction against; establishment foreign policy in America-first clothing (Articles I, XVI). The measure is genuinely mixed: aligned on the narco-adversary target and the hemispheric-security instinct, in real tension on the unilateral-force and regime-change means. Tier 1 nets to 61; under the Legal/Normative weighting the result is 63 — Mostly America First, low band.
