This is a modest, disciplined, adversary-focused measure that aims a shaft of sunlight at one of the Chinese Communist Party's most effective instruments of global influence — the opaque, predatory lending by which it ensnares developing nations in debt and buys their allegiance — and it aligns cleanly with the Standard's commitments, held to the middle of the aligned band only by the softness of its means. It is strategic competition against the chief adversary by exposing debt-trap diplomacy: China's Belt-and-Road lending is deliberately opaque, and forcing its terms into the light at the World Bank and IMF blunts a tool the CCP uses to extend its reach and disadvantage American interests across the developing world (Article I). It is non-military statecraft — transparency advocacy and reporting, competing with a rival below the threshold of force (Article XVI). It carries a rule-of-law-and-transparency logic, setting the honest Paris Club lending standard against CCP concealment (Article XVIII). And it bears the marks of disciplined lawmaking: a narrow directive, annual congressional reporting, and a double sunset — seven years, or sooner if China actually complies — so the mechanism dissolves itself once its purpose is met (Article XVII). The one honest limit that keeps it in the middle of the band rather than higher: the means are soft. It does not sanction, condition, or seize; it instructs American representatives to advocate for transparency and to report — a real but gentle lever whose efficacy depends on institutional and Chinese response.
