This resolution is the near-twin of the Egypt democracy resolution the Standard scored one entry earlier (2026-0839), and it earns the same verdict for the same reason: aligned values, interventionist orientation, and the tension between them lands it in the Mixed middle. The values it defends are genuinely the Standard's. It stands for freedom of the press and political expression, condemning the closure of the independent outlet Imedi and demanding that all independent media remain open — the free-speech and free-press principle among the Standard's most cherished (Article VII). And it stands for the rule of law — free and fair elections without government interference, and a fair and impartial judiciary (Article XVIII). A Standard of liberty applauds a free press and honest elections wherever they are sought. But the resolution's dominant posture is once again democracy-promotion in another nation's internal affairs: it calls on the American President to insert himself into Georgia's electoral and media arrangements and to require a foreign government to conduct its own elections a certain way. That is the interventionism the America-first movement resists, scored as tension exactly as for Egypt and the democracy-promotion strand of the Venezuela resolution (Articles I, XVI). Here the concern has an added edge the Egypt resolution lacked: Georgia sits on Russia's border, and the resolution ties American democratic engagement to Georgia's NATO/EU aspirations — the westward pull of a state in Russia's near-abroad that the non-interventionist wing views as precisely the entanglement that invites confrontation, and that preceded the 2008 Russia-Georgia war. The Standard notes this not to blame the resolution for a war, but to mark that encouraging the Western integration of a Russian-border state is exactly the foreign entanglement a Standard putting America first approaches warily. The measure commits no American money, so it raises no Rule 6 concern; it is hortatory. Real press-freedom and rule-of-law values against an interventionist, alliance-expansionist orientation land it in the middle of the Mixed band. Tier 1 nets to 54; under the Legal/Normative weighting the result is 58 — Mixed.
