Benign, low-valence, technocratic good-government legislation earning a low-end Mostly America First score for a mild pro-citizen and pro-oversight lean — not for advancing any core America First priority. A reauthorization of the E-Government Act extending funding authority for federal IT and information-security programs, requiring privacy-impact-assessment best practices, directing that federal websites be made more findable by search engines, and adding congressional reporting requirements. Most is orthogonal to the canon; what valence it has is modest and mixed. It leans mildly toward the sovereignty of the citizen (II) via transparency and privacy goods (delivered as best practices, not hard mandates), and toward the constitutional order (XVII) by strengthening congressional oversight; against these sits a soft limited-government tension (XII) in reauthorizing federal programs and appropriations.
