A sensible, aligned homeland-security preparedness measure — it directs the government to rehearse for a compound threat to the American people and their critical infrastructure — scoring solidly in the Mostly America First band, held from higher only by its modest scope (an exercise and a report, not a new capability or structural reform). DHS is to run a scenario combining a terrorist attack on critical infrastructure with a severe cold-weather event, map cascading failures, test mitigation and community resilience, coordinate across all levels of government and the private sector, and report lessons to Congress within 60 days. It advances law and order and citizen safety at its core — counterterrorism readiness and protection of critical infrastructure (XVIII), homeland defense as strength exercised inward (XVI), the resilience of the grid and systems that are the physical backbone of American life (XIII), and the citizen's access to critical services in a crisis (II). Clearly scoped, no new spending, congressional oversight via after-action report. Nothing to price against the canon; the modest scope of a single exercise holds it solidly within the band rather than at its top.
