A sensible, forward-looking national-security measure directing the government to understand and counter a genuinely emerging threat — foreign terrorists weaponizing generative AI — scoring solidly in the aligned band, held from the top only by the modest scope of an assessment-and-briefing instrument. Standing annual DHS assessments of how hostile actors use generative AI to radicalize/recruit and, gravely, to accelerate CBRN weapons development, with recommendations, public reporting of unclassified findings, and dissemination to state/local fusion centers. It advances the safety of the citizen at the frontier of the threat (XVIII), peace through strength in treating a novel adversary capability as the security matter it is (XVI), homeland sovereignty (II), and the security shadow of a transformative technology (XIII). Disciplined: transparent unclassified findings, protected classified material, congressional oversight, no new spending or coercive authority.
