Holding

The Constitutional Court holds that the Captive Nations Week proclamation is America First. It advances Article I by asserting American sovereignty and principles against hostile foreign ideologies, Article XVI by standing in firm solidarity with those oppressed under authoritarian regimes, Article XI by affirming that individual rights flow from the Creator and defending religious liberty as an affirmative good, and Article VII by honoring those imprisoned for speaking truth. As a ceremonial official communication rather than operative legal text, the 70/30 default weighting applies; no Automatic Fail is present.
