The Department's resolution of the Campus Eye Management investigation through the Corporate Enforcement and Voluntary Self-Disclosure Policy, coupled with a separate seven-count indictment of the practice's founder, vindicates Article XVIII by enforcing the rule of law against fraud on public health programs, satisfies Article III through even-handed treatment that rewards voluntary self-disclosure while holding the culpable individual to account, and advances Article IX by protecting the integrity of Medicare and honest enterprise.
